This is a Royal Artillery pattern forge cap and looks to be the regulation 3 inches in height. The pattern of braid on the crown was introduced circa 1864. By 1883 the height of the crown had been reduced to 2 5/8th inch. The threads around the cap are for a band of gold lace.
