This photo is likely to be Richard Blackburn Leatham who was appointed Inspector of the Colonial Defence Force in 1863 (https://paperspast.natlib.govt.nz/newspapers/NZ18631008.2.4.1). It is very unlikely to be H. B. Leatham (Henry Blackburn Leatham, nephew of Richard Blackburn Leatham), as the description says, as the Colonial Defence Force only existed between 1862-1867, and H. B. Leatham was only 5 years old in 1862.

This is likely to be R. B. Leatham (Richard Blackburn Leatham) who was appointed Inspector of the Colonial Defence Force in Wellington on 15th July 1863 (https://paperspast.natlib.govt.nz/newspapers/NZ18631008.2.4.1). H. B. Leatham (Henry Blackburn Leatham) was the nephew of Richard Blackburn Leatham, but was only 6 years old in 1863. The Colonial Defence Force only existed between 1862-1867)
