Petition to George Constantine, Governor of New Zealand, written by Walter Henry Scott on behalf of 'the inhabitants and householders of New Plymouth' requesting the town be constituted to form a borough under the Municipal Corporations Act of 1867. The petition was signed by 118 residents of New Plymouth, including figures such as Fred Carrington, James Bellringer and Charles Rawson, on 29 January 1876.
