Hazel Florence seated, dressed in her Queen costume holding a sceptre. Florence won the Queen Carnival and was was crowned "Queen Fitzroy" on 14 December 1925. Hazel is the daughter of T. Florence who worked for the New Plymouth Tramways Company.
