These straws were designed to be used as part of the free milk in schools scheme which was started by the first Labour government in 1937. Under the scheme half a pint of milk was doled out by school milk monitors to each pupil. The school milk bottles had cardboard tops with holes to fit the straws. The scheme lasted until 1967.
