Stephens Ink was regarded as the best in the world from the time the company was founded in 1832 through to its closure 130 years later. It's rumoured that Stephens Ink was used to sign the Treaty of Versailles. Whether this particular bottle was used for such illustrious purposes is hard to say, but given the small amount remaining in the bottle, it's clearly been well used at least!
